CATO - 2005 - Evaluating Proposals for Social Security Reform While not strictly speaking a Florida issue, Social Security reform has been the national issue on which the Florida RLC has been most active. Here is an excellent Powerpoint presentation from the Cato Institute that lays out the problem and compares  several of the specific reform plans circulating in Congress as of early 2005. 
CATO - 2004 - The 6.2 Percent Solution CATO's Michael Tanner outlines his plan. This solution was made into legislation in the House with only minor modifications. Needless to say it never passed. Every year that passes without a solution will increase the cost of a solution by $6.2 Billion.
